Description

If ExtendedFlags1 would only be sent since the PublisherId is not Byte but the PublisherId is not included in the message, it would not make sense to send ExtendedFlags1. The information is related to the PublisherId field in the message. If this field does not exist, it makes no sense to set ExtendedFlags1/PublisherId Type.

This should be clarified in the spec.

If the PublisherId is enabled is false, the ExtendedFlags1 PublisherId Type flags shall be false.

Added to ExtendedFlags1
The PublisherId Type shall be ignored if bit 4 of the UADPFlags is false.
