Summary0006109: Add rule to SymbolicName
Description

This is a continuation of issues 0006042 (against NodeSet of IEC 61850) and 0006108 (against UANodeSet schema).

The UANodeSet schema defines a simpleType "SymbolicName" that not only restricts the allowed characters, but also requires that the first character of the SymbolicName must be a letter.

That last aspect makes sense, but is not documented in Part 6, Table F.2.
