Summary0006158: Should ConditionType::ConditionRefresh fail if the Subscription has no event monitored items
Description

Currently there is no error code defined for the case where ConditionType::ConditionRefresh is called but no event MonitoredItems are in the subscription.

The related test case (A & C Refresh - Err-005) expects BadSubscriptionIdInvalid. But this makes no sense since the SubscripitonId is valid.

We have two options:
(1) We define a status code that is used as error indication in this case e.g. BadNothingToDo
(2) We do not expect an error, just no events from refresh
