Summary0006613: Add description on dependencies between DeviceHealth Statuses
Description

The spec defines an enum for DeviceHealth.
Potentially, a device can be in more than one of those states, e.g. is in failure state and requires maintenance.

It is desirable, to provide at least a recomended behaviour.
Attached is a table from NAMUR defining the priorities, which chould be used as base.
