Description

The conformance unit for a client needs to be split into two - one that describes support for Substrings and one that does everything else. the new conformance Unit would be optional.

new conformance unit:
Attribute Client Write Substring - Use the IndexRange to update a portion of a string (sub-String) when the Attribute Value has a datatype of String.

Added as optional conformance Unit to Attribute Write Client Facet

need to add to errata for 1.04 and 1.03
