This is an OPC definition - and it is a list of certificates that an OPC UA Application has been configured to trust (certificate is being use broadly in that it can be an application instance certificate or a CA certificate, but the specification further describes these with a qualifier before the TrustList term. It does not describe how it is implement or what is required for an implementation and should not since this is just a term.) I search for usage of it and it is always referencing the list of certificates, occasionally it is used as part of another term, where that term is an object that exposes the list of certificates.
