Summary0006991: UInt64 PublisherId for periodic data with fixed layout header layout
Description

We need the option to allow also UInt64 PublisherIds in defined environments.

Reason 1:
We have the required for unique PublisherId assignment at least for UDP which requires UInt64

Reason 2:
At the moment we are not able to mix dynamic layout with this one on one PubSubConnection

Discussed in UA WG meeting on June 07, 2021
There was an agreement that we need both options (UInt16 and UInt64 PublisherId).
There was a discussion if we need a new Header layout URI for the UInt64 option. But this would create additional overhead in PubSub profiles and would not fix 'Reason 2'. With the latest clarifications for UDP, this would require two ports for UPD for the fixed and dynamic header layout.
