Summary0007045: Maintaining the condition branches is should/shall
Description

In section 4.4 Previous states of Conditions, it says, "Server has to maintain ConditionBranches for all previous unacknowledged states". is it optional to do so, or it is a must. I think has to must be replaced with should/shall.
