Description

To reduce conflicts between engineering tools assigning IDs and internally assigned IDs (e.g. during the FX EstablishConnections sequence), Part14 should add the following recommendation:

The values for writerGroupId or dataSetWriterId should be out of the range 0x0001 - 0x7FFF for external assignment (e.g. engineering tool), and 0x8000 - 0xFFFF for internal assignment (e.g. EstablishConnections).

Added to 6.2.3.1 DataSetWriterId:
The DataSetWriterId should be out of the range 0x0001 - 0x7FFF for external assignment by configuration tools, and 0x8000 - 0xFFFF for internal assignment like through the Method ModifyPubSubConfiguration.
