Summary0007468: EstablishConnections command sequence needs modification
Description

Upon further review, the CD/IM team believes that the order of processing the commands in the EstablishConnections method should be changed. Currently ReserveCommunicationIdsCmd appears near the end of the sequence. It makes more sense for this command to be issued at the beginning of the sequence.

It is recommended to move the ReserveCommunicationIdsCmd before the CreateConnectionEndpointCmd and after the verify commands.
