Summary	0007718: Specification - Profile mismatch for Comments in A&C
Description	Specification defines the AddComment Method and the Comments field as mandatory elements of the ConditionType. But the profile "A & C Base Condition Server Facet" lists the "A & C Comment" CU as optional. The texts of Comments and AddComment do not provide any further information about the optionality. So which one is correct?
