Added new Facet A&C Alarm Summary - "The Alarm Server supports generating Alarm server summary information, which can be used to indicate the overall alarm information for an Object"
also updated conformanceUnit description for A&C Summary to - "Supports instance of AlarmStateVariableType, including the generation of results based on the configured filter for the parent Object or Variable."

I think the latest version of the doc was nto used - please recheck
specification does not have a cu of "A & C Out Of Service 2" it is "A & C OutOfService2" in the specification and in the profile database

did fix LAtched State in spec to match DB (i.e. have a space since this is an already release CU)
changed the GetMembership cu in the database to GetMemberships
