Description

Does it make sense to allow ElementMatch for WriterGroup with PeriodicFixed header layout?

Match is used to find an existing element and to add child elements.
Adding DataSetWriters to a WriterGroup would change the group version and therefore an ElementModify is required instead of ElementMatch
