Summary0008577: Unclear whether CreateSession error needs to be returned in Error Message or ServiceFault
Description

OPC UA requires to have a SecurityPolicy None Endpoint for Discovery Services. In case of an Client which is trying to create a Session on such an Endpoint, the specification is not clear whether it is allowed to return an Error Message or a ServiceFault.

During the UA Working Group call we identified that both options apparently are being used in released products. Some are returning an Error Message while others return a ServiceFault. Because of this, we decided that both options should be legal.

For the scenario of the Error Message the Bad_ServiceUnsupported needs to be added to Table 70 – OPC UA Connection Protocol error codes. Probably with some additional text describing this as a preferred option.

The Service Request contained in the body of the message is not supported. This error is only returned when the Request represents a security risk and it is necessary to immediately close the SecureChannel. For example, calling CreateSession on a SecureChannel that does not allow Sessions.
