Summary0008707: Add info that term definitions shall adhere to IEC Rules to the template explicitly
Description

Terms are expected to follow the IEC rules (https://www.iso.org/sites/directives/current/part2/index.xhtml#_idTextAnchor208)
Especially they are expected to be written in such a form that the term definition can replace the term in its context.

Please add this hint to the Specification template.

Additional Information

I've made this mistake myself and I have seen it twice since. Hence I suppose the hint in the template spares efforts for CS editors.
