Added requirement to Table F.8 – UAVariable

If a Value is not provided and a UANodeSet is used to initialize a Server AddressSpace then the Server shall report a StatusCode of Bad_WaitingForInitialData or choose a default Value consistent with the DataType and ValueRank

We agreed to add a new deticated status code Bad_NoValue and to use it instead of BadWaitingForInitialData.
Since I did not see this change in the recent post RC edits for Part 6, I re-open this issue.
