XML-DA Wrapper passes incorrect dwLCID to IOPCServer::AddGroup

Even though the Wrapper knows that the server only supports neutral locale it will pass a locale that represents the system default. If the system default is "en" the wrapper will pass 0x0009 when it should pass 0x0000.

Additional Information

Most servers will ignore this but the current OPC UA COM Proxy will not.
