Summary0009084: Add CU for optional PubSubCapabilities Object
Description

The optional PubSubCapabilities Object is currently not covered by any CU. This object exposes the following limits:
MaxPubSubConnections, MaxWriterGroups, MaxReaderGroups, MaxDataSetWriters, MaxDataSetReaders and MaxFieldsPerDataSet.

At least the limits: MaxPubSubConnections, MaxWriterGroups and MaxDataSetWriters should be exposed by the AC that CM can ensure that the communication configurations provided in the CCS are supported by the AC.
