The description of the IMaintenanceEventType.ConfigurationChanged property in OPC 10000-110: Asset Mgmt Basics states:

"..TRUE indicates no change, and FALSE indicates a change. .."

This description provides inverse logic to the human interpretation and semantics of the property's name.
Since the specification is quite new, the number of affected real world implementations might be low for the time being and most existing implementations most probably will follow the human interpretation of the property'a name instead the description, I would suggest to simply adjust the description.
