It was agreed in a BFWG meeting that a CCS will be exposed for every Connection this CM establishes. The requirement should be made mandatory ("may" now) in the sentence in Part 81 Clause 6.8.1, which makes CCSs optional, with additional text explaining the conditions when a CCS must be exposed. For example, "A CCS shall be exposed for every Connection this CM establishes." The CCSs the CM uses to make a Connection, i.e., provided by an external Client, will already be exposed and need to be after those Connections are established.
