Clear rules are needed to combine multiple capabilities folders from different levels of the Information Model. For example, when input/output variables are referenced from a Sub-FunctionalEntity by a higher level FunctionalEntity and both FEs and the Input/OutputData folder have Publisher/SubscriberCapabilities, there needs to be clear rules for what capabilities are ultimately defined. Also, it is assumed that lower-level capabilities folders define more constrained capabilities, but rules are needed if that assumed order is not followed.
