We think this is related to the threading model in the CTT (it use an old Async functionality) we think switch to new thread model will fix it

We were able to reproduce the issue. We think that the server is not able to provide all (initial) notifications in a single PublishResponse. This scenario was not expected in the test script.
A test script has been prepared that resolves this issue with the old async publish mechanism.
Anyway we should consider to update the test scripts after enhancing the new async publish mechanism (see Mantis 7861).

As a workaround with the current test script version, the ServerTest/Capabilities/MaxSupportedMonitoredItems setting of the CTT can be reduced to the number of notifications per publish.
